Navigating Green Public Financial Management

The policy brief Navigating Green Public Financial Management, published by GIZ in collaboration with BMZ and the European Union, offers a hands-on resource for public finance practitioners aiming to align fiscal systems with environmental and climate goals. It brings together 72 curated tools, frameworks, and references that span the full public financial management (PFM) cycle—from diagnostic assessments and budget formulation to execution and evaluation. The brief emphasises the role of ministries of finance in steering reforms that make sustainability a core component of fiscal policy and planning.

One of the key strengths of the brief lies in its focus on actionable entry points. It outlines how mechanisms like green budget tagging, climate fiscal frameworks, and sustainable public investment management can be used to integrate environmental priorities into day-to-day fiscal operations. Through examples from countries such as Kenya, Mexico, Brazil, and Benin, it illustrates how these tools are being tailored and applied to build more climate-responsive public institutions across varying national contexts.

In addition to technical guidance, the brief underlines the importance of institutional coordination and capacity building. It calls for finance ministries to take an active role in fostering cross-government collaboration, strengthening analytical capabilities, and promoting peer learning. Ultimately, the document serves as both a strategic roadmap and a practical reference for those looking to embed climate and environmental considerations into national budget systems in a systematic and sustained manner.
