SUMMARY:Webinar on the PEFA Climate Framework
DESCRIPTION:The Coalition of Finance Ministers for Climate Action invites to a webinar on the Public Expenditure and Financial Accountability (PEFA) Climate Framework.\n\nThe webinar takes place on Thursday\, May 28th from 8:00 to 10:00 AM EST. This webinar is hosted by the PEFA Secretariat under the Helsinki Principle 4.\n\nThe PEFA Framework aims at assessing and reporting on the strengths and challenges of public financial management (PFM) using quantitative indicators to measure performance. Since its launch in 2005\, the PEFA framework has been used for 640 assessments in 152 countries and is widely recognized as the most commonly accepted PFM assessment tool.\n\nThe PEFA Secretariat has developed a set of supplementary indicators that builds on the PEFA framework to collect information on the extent to which a country’s public financial management system is climate responsive. The PEFA Climate Assessment informs on whether laws and regulations\, institutions\, systems\, procedures and processes contribute to the implementation of climate change activities throughout the budget cycle\, including the planning and design of budgetary policies considering climate\, the budget allocations needed to implement them\, the tracking of these allocations to ensure that policies are implemented as intended\, and the monitoring and evaluation of the efficiency and effectiveness of policies\, including their impacts on climate change.\n\nTo register\, please follow this link.

SUMMARY:Public finance conference 2020: better spending for public service delivery
DESCRIPTION:To achieve their national sustainable development goals\, governments will not only need to spend more\, but to spend better. While there is a common desire to see a greater impact from public spending\, there remain many unanswered questions about how best to get there.\n\nMany public financial management reforms aimed at improving public sector performance have often relied on top-down solutions led by finance ministries. But how do these solutions square with the complex realities of planning\, funding and delivering services through an array of organisations inside and outside of the public sector?\n\nThis two day conference organized by the Overseas Development Institute invites ministers\, civil servants and leading academics to reflect on how public financial management can deliver for public services\, and explores:\n\n how governments can support coherent systems for prioritisation and resource allocation\n how governments utilise the resources needed to deliver services when and where they are required\n how decisions taken by the centre of government affect the incentives of service providers.\n\nTo register for the event\, please contact contact Ruby Morgan-Bennett at r.morgan-bennett@odi.org.uk.

SUMMARY:Critical theme: Small-scale farming and the future of the European food system
DESCRIPTION:Globally\, small-scale farming is crucial for the sustainable production of food and being the main source of livelihoods for millions of people. In European food systems\, the important but under-appreciated role of small-scale farmers is under threat from external drivers. At the same time\, more people are concerned about the climate impacts of agriculture and demanding better\, rather than more\, food.\n\nThis critical theme event will explore the future of UK and European food systems through the lens of small-scale farming and will ask the following questions:\n\nAre small farms inefficient and uneconomic?\n\nOr do they offer a glimpse of what a more sustainable food system might look like?\n\nTo register for the even\, follow the link to IIED website.

SUMMARY:Raising NDC ambition to reach climate action goals: Fossil fuel subsidies\, energy pricing and swaps (IISD)
DESCRIPTION:This panel discussion focused on best practices on fossil fuel subsidy reform and pricing based on country experience. Experts presented results on GHG emission reduction from energy modelling research from over 20 countries and considered possible fiscal scenarios to achieve climate action goals. Particular attention was given to fossil fuel subsidy phase-out\, appropriate taxation level for fossil fuels\, and how savings from FFS reforms can be reinvested into renewables and energy efficiency for a low-carbon energy swap. Moreover\, countries and organizations working to create an enabling environment for a low-carbon energy economy to meet Paris Agreement goals had a chance to share their experience.

SUMMARY:WBG Series on Carbon Pricing and Markets: Co-benefits\, Growth and Jobs
DESCRIPTION:Today\, there are two significant global concerns that have taken center stage. On one hand there is a clear dearth of provision of basic goods and services such as clean water\, education etc. On the other hand\, there is the looming threat of climate change. Historically these challenges have been dealt with separately. SDG 13 is about climate action – Carbon pricing could be the link that addresses these issues simultaneously. This is the first of a two-part webinar on Carbon Pricing and Development. The WBG explores how carbon pricing policies and measures can contribute to development in African economies. SUMMARY:The EU’s Un-Common Agricultural Policy: measuring levels of agricultural support
DESCRIPTION:The EU’s Common Agricultural Policy (CAP) provides support to the agricultural sector that varies widely between its 27 member states. The OECD calculates the extent of this support at the EU level but members have blocked the organization calculating support levels for individual EU members.\n\nThis roundtable discussed the first estimates of support levels by EU individual countries produced by Ian Mitchell from the Center for Global Development. It looked at both direct subsidies under the CAP and those that inflate market prices. The discussion also considered the implications for EU finance\, for the potential role of EU subsidy reform and for the UK’s options after Brexit.\n\nTo read more of Mitchell’s work on the size and the impact of UK agriculture subsidies follow the link.

SUMMARY:Green Talks LIVE: Taxing Energy Use
DESCRIPTION:Global energy consumption rose strongly in 2018 along with energy-related CO2 emissions\, reaching a new all-time high. This is disconcerting\, as meeting the goals of the Paris Agreement will require deep cuts in emissions.\n\nTaxing polluting sources of energy is an effective way to curb emissions that harm the planet and human health. Where do countries stand in deploying energy and carbon taxes to reach environmental and climate goals? How can governments step up efforts?\n\nJoin Jonas Teusch from the OECD Centre for Tax Policy and Administration on 15 October at 16:00 CEST / 10:00 EDT to discuss the key findings from the OECD publication\, Taxing Energy Use 2019\, which presents new and original data on energy taxes and carbon taxes in OECD and G20 countries\, and in international aviation and maritime transport.\n\nDuration: 1 hour (Presentation of 20-30 minutes followed by Q&A).\n\nTo view the video recording of the webinar\, follow the link or simply consult the PPT slides.

SUMMARY:WTO Public Forum: Session on fossil fuel subsidies reform
DESCRIPTION:Moderated by Dr Walker (Ambassador of New Zealand to the WTO)\, the panel included Rachel Bae (Senior Counsellor at the OECD)\, Crispin Conroy (Representative Director at the International Chamber of Commerce) and Steven Stone (Chief of the Resources and Markets Branch at UN Environment). Panelists stressed that the process of phasing out fossil fuel subsidies should be among others: tailored to developing countries’ conditions\, inclusive of the private-sector\, contextualized within concerns for climate change and SDG implementation\, and backed by a standardized way of reporting. Read the full report of the event here\, visit the WTO website for more information on the Forum\, and consult the UN agreed methodology for fossil fuel reporting.

SUMMARY:GGKP Webinar - Measuring What Matters: How Much Are Fossil Fuel Subsidies Costing Governments?
DESCRIPTION:Fossil fuels subsidies impede sustainable development\, drain national budgets and divert resources from other priorities such as health and education. In addition\, they undermine public health and social welfare\, driving air pollution\, congestion and climate change.\n\nUnderstanding the size of fossil fuel subsidies is a key step towards enhanced transparency and can ultimately support efforts to reform inefficient fossil fuel subsidies. A new methodology developed jointly by UNEP\, OECD\, and the IISD’s Global Subsidies Initiative provides an internationally agreed approach to measuring fossil fuel subsidies in the context of the Sustainable Development Goals (SDGs). This report provides practical guidance to governments for collecting and reporting data on fossil fuel subsidies under SDG Indicator 12.c.1. Starting in 2020\, UNEP will feed this data into the SDG Global Database to evaluate global and national progress on fossil fuel subsidy reform under the SDG monitoring and reporting framework.\n\nFor more information on fossil fuel subsidies\, read this UN Environment Green Economy Policy Brief.\n\nThis webinar\, organised jointly by the GGKP\, the Green Fiscal Policy Network\, and the IKI project “Green Economy Transformation” presented the methodology for collecting and reporting data on fossil fuel subsidies. It also provided practical guidance to countries on compiling national estimates of fossil fuel subsidies and shared insights from country experiences with fossil fuel subsidy monitoring and reform. SUMMARY:World Bank Webinar - State and Trends of Carbon Pricing Around the World
DESCRIPTION:The number of carbon pricing initiatives around the world continues to increase. Furthermore\, existing systems have progressively strengthened as jurisdictions assess their policies to better align with their climate objectives. Still\, we are far from where we need to be to meet the Paris Agreement objectives. Both the coverage and price levels of carbon pricing initiatives are still insufficient.\n\nIt is crucial that jurisdictions act now to increase the breadth and depth of carbon pricing. 2019 is also a critical year for clarifying the implementation of the international carbon pricing mechanisms stated in the Paris Agreement and unlock their potential for accelerating action and increasing ambition.\n\nFollowing the launch of the State and Trends of Carbon Pricing 2019 report in June\, this webinar will present an up-to-date overview of existing and emerging carbon pricing initiatives around the world and  the observed trends in their development and implementation. Following the presentation of the report\, this webinar will also cover in greater depth the existing carbon markets (or emission trading schemes) implemented around the world.\n\nTo register to the webinar\, first create an account on the World Bank member portal\, and enroll in the webinar through this link.

SUMMARY:Fiscal Challenges in Latin America: Policy Measures for Sustainable & Inclusive Growth
DESCRIPTION:Major fiscal consolidation measures have been undertaken by Latin American countries in recent years\, in an effort to reduce their deficits and accumulation of debt. Despite improvements in fiscal position throughout the region\, the rate of inequality reduction has slowed\, capital spending (in terms of GDP) has fallen to its lowest levels since 2007 and fiscal revenues remain insufficient to finance achievement of the Sustainable Development Goals (SDGs).\n\nAmid an uncertain macroeconomic context and fiscal consolidation\, this slowdown requires a fine-tuning of policy measures.\n\nIn the event\, the opening remarks were delivered by Alicia Bárcena\, Executive Secretary\, United Nations Economic Commission for Latin America and the Caribbean (CEPAL). The discussion was moderated by Sanjeev Gupta\, Senior Policy Fellow\, Center for Global Development\, and the panelist were Nancy Birdsall\, Senior Fellow and President Emeritus\, Center for Global Development; Marcello Estevão\, Global Director\, Macroeconomics\, Trade & Investment\, World Bank; Eric Parrado Herrera\, Chief Economist and General Manager\, Research Department\, Inter-American Development Bank and Jorge Roldos\, Assistant Director\, Western Hemisphere Department\, International Monetary Fund.\n\nThis event launches the new CEPAL Publication Fiscal Panorama of Latin America and the Caribbean\, 2019\, examining the role of tax policy in achieving the Sustainable Development Goals (SDGs). The paper begins by describing the fiscal situation and evolution of public finances in Latin America and the Caribbean in 2018. The publication analyses the challenges of taxing the digital economy\, the constraints of domestic resource mobilization caused by fiscal incentives and how these incentives could\, instead\, be geared towards investment to foster sustainable and inclusive development. Chapter three looks at corrective taxes and the 2030 Agenda for Sustainable Development and chapter four focuses on tax expenditures as a public-policy instrument\, assessing its evolution\, magnitude and composition in an SDG context.\n\nThe live stream of the event is available through this link.\n\nThe publication is available through this link.
