Article 2.1(c) seeks to make finance flows ‘consistent with a pathway towards low greenhouse gas (GHG) emissions and climate-resilient development’. Some countries are making huge strides towards ensuring that their finance flows are Paris-aligned. However\, little is known about collective progress against Article 2.1(c) despite its importance as part of the Global Stocktake (GST) of the Paris Agreement implementation in 2023. To guide discussions around Article 2.1(c) at CoP28 in Dubai\, this event will develop thinking around a framework for tracking progress towards Article 2.1(c). SUMMARY:COP 27 Side Event | Measuring Fossil Fuel Subsidies in the Context of the SDGs: Increasing transparency in times of high energy prices
DESCRIPTION:Fossil fuel subsidies have many negative economic\, social\, and environmental consequences. Under SDG 12\, United Nations member states committed to rationalize inefficient fossil fuel subsidies. To measure progress on this target\, SDG indicator 12.c.1 tracks the global size of fossil fuel subsidies\, primarily using data provided by international organizations. Despite being classified as a Tier I indicator\, the data reported varies in terms of depth and scope depending on the country.\n\nTo improve the quality of the data and better inform policy making\, SDG 12.c.1 aims to make this data collection process more country-driven with governments taking full ownership. The United Nations Environment Programme (UNEP)\, the custodian agency of this indicator\, the Organisation for Economic Co-operation and Development (OECD)\, and the International Institute for Sustainable Development (IISD) have therefore collaborated in developing a methodology to provide governments with guidance and to build capacity through various regional workshops. Yet\, only few UN member states have submitted data so far.\n\nThis session\, organized by IISD with support from UNEP\, aims to raise awareness about how this indicator can help increase transparency about fossil fuel subsidies. This comes at a critical moment when many governments are adopting new subsidies to shield their populations and economies from current high energy prices or to ensure a stable energy supply\, which is becoming a large drain on their budgets.\n\nThe session will also highlight the latest available global fossil fuel subsidy data and invite governments from both the Global North and South to present their approaches to measuring their fossil fuel subsidies to allow sharing of good practices.\n\nThe event will take place on November 11\, 2022 at 15:15 – 16:15 (Cairo time) at the SDG Pavilion of COP27. The use of fossil fuels and their promotion through subsidy schemes can negatively affect the ability of governments to achieve key goals\, and weighs heavily on the national fiscal balance. The need to reform fossil fuel subsidies globally was highlighted by the creation of SDG target 12.c on the rationalisation of inefficient fossil fuel subsidies\, and its related indicator 12.c.1.\n\nUNEP and UN ESCAP are co-organising a training for relevant stakeholders\, with support from the Pacific Community\, with the purpose of building the capacity of Pacific government offices in monitoring data related to the SDG 12.c.1 indicator.It will provide participants with a clear understanding of the topic of fossil fuel subsidies at a national level and in the Asia Pacific region\, and guide them through the methodology and template developed for measuring fossil fuel subsidies through SDG12.c.1.

DESCRIPTION:How could shifting the tax burden from labour to pollution and resources help the EU reach its climate goals? \nTaxation is a key component to fulfilling the EU’s climate goals. To reduce carbon emissions\, and achieve a sustainable economy more generally\, incentives have to be in alignment with green policy objectives. One of the ways to do this is by shifting the tax burden from labour towards pollution and resources. Hopefully\, that would also lead to a decrease in unemployment and to job creation. \nIn this event\, jointly organised with Goldschmeding Foundation and Ex’Tax\, we will hear from the creators of the Ex’Tax project. They will present their proposal and in the subsequent discussion we will examine the possible implementation with representatives of EU member states.

On the one hand\, the use of fossil fuels and their promotion through subsidy schemes negatively affects the ability of governments to achieve key goals\, such as reducing poverty\, improving health\, achieving gender equality\, access to energy and combating climate change. At the same time\, it is necessary to ensure that poor households\, which are particularly vulnerable to price increases\, can obtain or maintain access to energy.\n\nUNEP and UN ECE co-organised this training for relevant stakeholders. This training provided participants with a clear understanding of the methodology developed for measuring fossil fuel subsidies through SDG12.c.1 and included a presentation of the template\, as well as definitions and national experiences of fossil fuel statistics\, globally and in the European region. The meeting saw over 80 participants. Participants were encouraged to be part to the event through series of exercises and group discussion.

DESCRIPTION:Unlocking capital for sustainability is an annual premiere event organised by Eco-Business in partnership with UN Environment Programme (UNEP) that brings together high-level decision makers in finance\, business\, government and civic society to discuss and commit to actionable initiatives that mobilise the capital markets for sustainable development. 		\n		Rebuilding our economies in a post-Covid-19 era has never been more urgent. All around the world\, countries are still facing social and economic fallout from the global pandemic. The International Monetary Fund estimates that global GDP shrank an unprecedented 3.3 per cent in 2020 — the world’s worst recession since the Great Depression. Yet\, vaccination rollouts and new responses are providing glimmers of hope. The IMF is now predicting a stronger recovery with growth projected to be 6 per cent in 2021. Daunting challenges remain\, however. Recoveries are diverging across and within countries — particularly in the Asia Pacific region — creating large gaps in living standards\, vaccination programmes and government support. Against this backdrop\, the role of finance in this recovery has come sharply into focus\, with a growing chorus of stakeholders demanding sustainable recovery investments. In 2020\, ESG investments more than doubled — with investors pouring in a record US$51 billion. While a positive sign\, the lack of global standards on ESG funds and sustainable finance instruments has attracted widespread criticism of greenwashing. How can the financial sector adequately respond to these global concerns? At the same time\, he made clear that only a fraction of recovery spending in Asia-Pacific developing countries has had green characteristics\, showcasing the need for countries to “radically change course to avoid locking in further inequality\, vulnerability and environmental degradation”. Chief of UNEP’s Resources & Markets Branch Steven Stone used his welcoming words to emphasize the centrality of fiscal policy for a successful green recovery\, describing it as “the hardwire of our economies”.\n\nMr. Zahedi’s message was underlined by Brian O’ Callaghan from the University of Oxford\, who presented the findings of the Global Recovery Observatory\, which show that just 21.5% of recovery spending has been green\, leaving considerable room for improvement. The lack of green investment in practice is in stark contrast to the results of a 2020 global survey of leading economists\, which concluded that “green investment can bring stronger growth than traditional alternatives\, while also protecting human health and the environment”.\n\nJiyoung Choi\, Director of Green Climate Policy Division of the Ministry of Economy and Finance\, presented South Korea’s ambitious Green New Deal that aims to “support the structural transition of the overall economy and society”. This innovative green recovery plan sets out to tackle significant challenges the country is facing\, such as dependence on coal and the need to drive renewable energy transition and is expected create 2.5 million new jobs.\n\nSubsequent discussions highlighted the importance of prioritizing clean and efficient spending and long-term low-carbon investments\, rather than short-term unsustainable spending on fossil fuels. Margaux LeLong and Jon Blondal of the OECD presented the role of green budgeting within green recovery\, from including climate perspectives in macro-fiscal forecasting\, reporting on how stimulus packages help meet green objectives\, to mobilising additional resources through green taxation. Kirthisri Wijeweera emphasised the importance of greening public finance\, revenue and expenditure\, to promote a green recovery within the framework of UNDP’s BIOFIN approach to biodiversity financing.\n\nPaola Alvarez\, Assistant Secretary of the Ministry of Finance of the Philippines\, presented climate change expenditure tagging and described its role in identifying financing gaps in different sectors. Ms. Alvarez emphasized the role of the Philippine Sustainable Finance Inter-Agency Council in mainstreaming climate change across government to “mobilise climate finance towards investments for a green economic recovery”.\n\nAs in the first session\, during the discussion speakers reiterated the need for international solidarity and climate justice in the face of the huge climate costs faced by many countries in Asia-Pacific. Indeed\, an estimated USD 4.2 billion will be required to address the impacts of climate change in the Philippines from 2015 to 2030. Carson Wen\, Chair of the Bank of Asia\, showed how this might be done with reference to a new Chinese State Council guideline calling for the introduction of green taxes on pollution\, carbon emissions and resources\, the establishment of a green stock index\, the development of futures trading for carbon emissions rights\, and the development of a financial model for green industrial transformation. In a similar vein\, Yuki Yasui of UNEP-FI reported that governments’ net zero commitments have been the single most important incentive for financial institutions and businesses to make comparable pledges\, while Hitesh Kataria of KPMG said of carbon pricing: “the intent is just as important as the right price”.\n\nSecond\, efforts to introduce a carbon price – fossil fuel subsidy reform\, carbon taxes and emissions trading – have a role to play in driving low-carbon investment\, as they create a business environment in which low-carbon investments are competitive. As Mr. Wen recapitulated\, competitiveness concerns are a key motivator for green behaviour: “carbon taxes definitely will drive businesses into moving into greener sectors\, because this is how they can reduce their costs”. To create such an environment\, business “would like to see a legally binding long-term carbon pricing corridor…with predictability based on a 1.5-degree trajectory”\, according to Ms. Yasui. Jens Radschinski of UNFCCC reported on the potential role of regional dialogues\, which can facilitate the exchange of learning on the design of carbon pricing instruments\, help countries identify successful strategies and replicate them\, and create a platform for countries to explore opportunities to link carbon pricing instruments. Following on from this\, Dudi Rulliadi from the Indonesian Ministry of Finance highlighted the very real challenges in developing a carbon market alongside a carbon levy\, including timing\, design of compatible trading and carbon levy instruments\, determination of the cap and carbon levy rates\, and implementing accompanying policies to minimize negative impacts while optimising economic and environmental benefits.\n\nMr. Rulliadi also emphasised that “access to green sustainable finance is the most important constraint for a green recovery” and highlighted the stark contrast in capacity to spend on green recovery in advanced economies and emerging market and developing economies. The dialogues are convened by the Geneva Environment Network and the International Union for Conservation of Nature (IUCN).\n\nAs countries are addressing the economic impacts of COVID-19 by allocating trillions of dollars to fiscal stimulus packages and beginning to develop longer-term economic recovery programs\, a shift towards nature-based systems is more urgent to ensure that sustainable decent jobs are created to build resilience. Governments\, employers’ and workers’ organizations have a key role in seizing this opportunity and paving the way to a socially just\, but also resilient and green recovery. At its last session\, in July 2021\, the G20 environment ministers explicitly mentioned the need to harness the power of Nature-based Solutions or Ecosystem-based Approaches to address biodiversity loss\, restore degraded land\, boost resilience\, mitigate and adapt to climate change\, while providing multiple benefits across the economic\, social\, and environmental domains. They also recognized the need of scaling up and implementing Nature-based Solutions or Ecosystem-based Approaches in key sectors of our societies and economies\, and across all ecosystems including urban areas. Equally\, in the G20 Development Ministerial Meeting and Ministerial Event on Humanitarian Assistance in June 2021\, they confirmed that their efforts aim at a strong recovery that is inclusive\, resilient and socially\, economically and environmentally sustainable\, stressing the empowerment of women and youth. They underscored the importance of quality infrastructure that contributes to the localisation of the SDGs\, fostering in particular local employment and local environmental protection\, not to mention the creation of decent jobs.\n\nThis session will look at the vital role played by ecosystems in supporting employment. Indeed\, 1.2 billion jobs in sectors such as farming\, fisheries\, forestry\, and tourism are dependent on the effective management and sustainability of healthy ecosystems. It is also estimated that half of the world’s Gross Domestic Product (GDP) is dependent on nature. It will also look at the substantial opportunities for job creation through ecosystem restoration and the use of NbS.\n\nILO’s Green Works\, which applies an employment-intensive approach\, creates additional and productive jobs using innovative and appropriate technologies to develop and maintain infrastructure\, environmental and community assets. The approaches enhance social and environmental impacts of investments\, contribute to disaster risk reduction and support much needed livelihoods. SUMMARY:Nature\, climate and health leadership for a healthy and green recovery: Catalysing an intergenerational response
DESCRIPTION:The event organized by WHO in collaboration with partners\, will bring together youth and civil society representatives\, policy makers and other stakeholders from local\, national\, regional and global levels in a strategic policy dialogue to address challenges\, opportunities\, and best practices to harness nature-based solutions and catalyse ambitious climate action\, while also aligning with the emerging post-2020 Global Biodiversity Framework and the 2030 Agenda for Sustainable Development. \nThe event will seek to map out an intergenerational response to the twin challenges of climate change and biodiversity loss by identifying entry points and tools that generate opportunities for co-design and scaling up nature-based solutions in ways that ensure equity and social justice. Core challenges and best practices will be presented by a range of stakeholders who are actively engaged in advocating\, designing and implementing these policies on the ground\, with a dedicated regional focus on strengthening climate\, environment and health leadership in the post-COVID era\, in line with the WHO Manifesto for a healthy and green recovery. \nSome of the questions to be addressed are: \n\n\n 	How can we contribute to aligning the climate and biodiversity agendas in the lead up to COP 26 and COP 15?\n 	How can we ensure nature-based solutions also embed support youth engagement\, health leadership and the principles of social equity and justice?\n 	How do we catalyse cross-sectoral\, intergenerational and transboundary leadership to maximize the potential of nature-based solutions while supporting a healthy\, green and just recovery?\n\nThe event will discuss scalable\, cost-effective best practices and propose innovative approaches to maximize co-benefits for people and planet\, while supporting youth engagement\, health sector leadership\, equity and social justice in the development of targeted\, cost-effective\, policy options in the lead up to COP 26 and other global commitments. \n\nLearn More\nGo\n\n\nRegister\nGo
