SUMMARY:COP28 Side Event: Climate Resilient Fiscal Planning
DESCRIPTION:The adverse impacts of climate change on human and natural systems will continue to intensify under observed and projected climate scenarios.\n\nDespite progress\, adaptation gaps exist\, and will continue to grow at current rates of implementation. Most adaptation responses are fragmented and incremental.\n\nThere is a rapidly narrowing window of opportunity to enable climate resilient development. There is a need to invest in adaptation that will enable system transition and transformation (IPCC\, AR6).\n\nThe adaptation finance needed to implement domestic adaptation priorities is estimated at US$387 billion per year. Current flows of adaptation finance stand at US$63 billion. In recognition of the financing gap\, the Paris Goal on Finance identifies the need to not only ‘scale-up billions of financial flows for adaptation\, but to fundamentally align the trillions of public and private financial flows and investment with adaptation and resilience’.\n\nCentral Finance Agencies play a key role in mobilizing and allocating public and private finance for investment in adaptation. DESCRIPTION:The University of Oxford\, in partnership with the Republic of Rwanda\, United Nations Economic Commission for Africa\, and United Nations Environment Programme\, is hosting an event on “Scaling Domestic Resources for Adaptation and Resilience with the Sustainable Budgeting Approach” at the Rwanda Pavilion in the Blue Zone\, Expo City Dubai\, on December 3\, 2023\, from 15:00-16:00.\nThe purpose of the event is to highlight and discuss opportunities to align domestic finance and budgeting with the simultaneous objectives of accelerating development and climate action. This session will address the opportunity to align domestic finance and budgeting with the simultaneous objectives of accelerating development and progressing on climate priorities. Objectives towards mitigation\, adaptation\,and resilience\, will all be addressed. As the climate finance gap continues to grow\, there is a need for much more external and internal finance to support climate objectives. This event emphasizes the direct potential of internal finance to catalyze action and associated scope to incentivize much greater quantities of external finance. the Discussion will be framed with an introduction to the Sustainable Budgeting Approach and a high-profile case study on the unintended impacts of COVID-19 spending on adaptation and resilience. Panelists will then respond to these materials\, highlighting opportunities they see to integrate resilience to fiscal practices and to build a blueprint for future strategies. The event is a partnership between leading institutions including Oxford University\, the UN Economic Commission for Africa\, and the UN Environment Programme\, ensuring a rich exchange of globally informed\, regionally applicable insights. Policymakers will emerge with enhanced strategies for sustainable budgeting\, crucial for climate preparedness and action in Africa and the world. \nThis event aims to deepen policy makers’ understanding of how to better align domestic public finance to climate change goals\, while maintaining sovereign development priorities. The session will also present concrete fiscal policy tools and other financing options to facilitate domestic investment in mitigation\, adaptation\,and resilience. Implementing these tools can lead to more effective domestic resource allocation\, as well as enhanced fiscal transparency. SUMMARY:Committee on Macroeconomic Policy\, Poverty Reduction and Financing for Development\, Fourth Session
DESCRIPTION:The fourth session of the Committee on Macroeconomic Policy\, Poverty Reduction and Financing for Development of the Economic and Social Commission for Asia and the Pacific (ESCAP) will be held at the United Nations Conference Centre in Bangkok and online from 1 to 3 November 2023. \nEconomies around the globe\, including in Asia and the Pacific\, are facing difficult macroeconomic conditions. Together with weak economic growth prospects and high inflation\, they are experiencing elevated interest rates\, a constrained fiscal space and rising public debt levels. In such circumstances\, adequately financing efforts aimed at achieving the Sustainable Development Goals and at climate action will not be an easy task. Policymakers need to respond to the immediate macroeconomic challenges while not losing sight of long-term sustainable development ambitions. \n\n\n\n\nIn this context\, the Committee will focus on assessing the impacts of investments in the Sustainable Development Goals on public debt sustainability and accelerating sustainable finance. The work of the Committee will be carried out with three main objectives: (a) to increase understanding of the need for\, and the policy implications of\, a long-term public debt sustainability analysis that takes into consideration investments in the Sustainable Development Goals and climate action; (b) to review and develop a consensus on the broad principles underpinning the actions needed to scale up sustainable finance in Asia and the Pacific and understand their policy implications; and (c) to discuss the future direction of the work under the subprogramme\, with a focus on financing for development and on engagement with the Consultative Group on Financing Strategies for the Sustainable Development Goals\, which was established by the Committee at its third session\, held in October 2021. \nVarious analytical and knowledge products will be shared to enrich the discussions of the Committee and the experience of the participants. SUMMARY:COP 27 Side Event | Measuring Fossil Fuel Subsidies in the Context of the SDGs: Increasing transparency in times of high energy prices
DESCRIPTION:Fossil fuel subsidies have many negative economic\, social\, and environmental consequences. Under SDG 12\, United Nations member states committed to rationalize inefficient fossil fuel subsidies. To measure progress on this target\, SDG indicator 12.c.1 tracks the global size of fossil fuel subsidies\, primarily using data provided by international organizations. Despite being classified as a Tier I indicator\, the data reported varies in terms of depth and scope depending on the country.\n\nTo improve the quality of the data and better inform policy making\, SDG 12.c.1 aims to make this data collection process more country-driven with governments taking full ownership. The United Nations Environment Programme (UNEP)\, the custodian agency of this indicator\, the Organisation for Economic Co-operation and Development (OECD)\, and the International Institute for Sustainable Development (IISD) have therefore collaborated in developing a methodology to provide governments with guidance and to build capacity through various regional workshops. Yet\, only few UN member states have submitted data so far.\n\nThis session\, organized by IISD with support from UNEP\, aims to raise awareness about how this indicator can help increase transparency about fossil fuel subsidies. This comes at a critical moment when many governments are adopting new subsidies to shield their populations and economies from current high energy prices or to ensure a stable energy supply\, which is becoming a large drain on their budgets.\n\nThe session will also highlight the latest available global fossil fuel subsidy data and invite governments from both the Global North and South to present their approaches to measuring their fossil fuel subsidies to allow sharing of good practices.\n\nThe event will take place on November 11\, 2022 at 15:15 – 16:15 (Cairo time) at the SDG Pavilion of COP27. This training provided participants with a clear understanding of the methodology developed for measuring fossil fuel subsidies through SDG12.c.1 and included a presentation of the template\, as well as definitions and national experiences of fossil fuel statistics\, globally and in the European region. The meeting saw over 80 participants. Participants were encouraged to be part to the event through series of exercises and group discussion.

DESCRIPTION:The 3rd World Bank Tax Conference\, co-organized with the TaxDev Centre\, will bring together leading researchers and policy makers to discuss recent research on new tax instruments\, including carbon taxes and other environmental taxes\, taxes on the digital economy\, and novel sin taxes such as taxes on carbonated drinks. \nIn the wake of the COVID-19 pandemic\, the need for countries to raise government revenue is immense\, as is the need to tax in an equitable and efficient manner. Meanwhile\, the nature of our economies is changing rapidly. Climate change continues almost unabatedly\, the size of the digital economy is growing exponentially\, and many countries face rising rates of obesity. SUMMARY:Raising climate ambition and promoting green recovery
