DESCRIPTION:In the context of monitoring progress towards the Sustainable Development Goals (SDGs)\, UN Environment is the custodian of indicator 12.c.1 on fossil fuel subsidies. To support the development of a methodology to measure fossil fuel subsidies\, UN Environment\, in collaboration with the Italian G7 Presidency\, convened a meeting of technical experts on 29 September 2017 in Rome\, Italy.\n\nUN Environment commissioned and presented a methodological options paper\, which is being developed by the Global Subsidies Initiative (GSI) and the Organizations for Economic Cooperation and Development (OECD). SUMMARY:The Uncertain Transition Away From Coal — Stories from China and the United States
DESCRIPTION:After many years of US-China collaboration on clean energy and greenhouse gas mitigation\, the world’s two largest energy consumers have found themselves at the crossroads and taking different paths. The Trump administration has demonstrated an intent to funnel new policy support toward coal fired power and to cut back programs that encourage renewables. China\, while still expected to lead the world in coal consumption for the foreseeable future\, is undergoing a massive transformation in its coal sector. This event organized by the China Environmental Forum (CEF) discusses the significant reforms reducing pollution and carbon emissions from China’s coal-fired power sector and the social and economic challenges China must address as it moves away from fossil fuels. Speakers include Melanie Hart (Center for America Progress)\, Hongxia Duan and Lucy Kitson from the International Institute for Sustainable Development (IISD). The latter will discuss IISD’s study on the impacts of the phase out of coal subsidies and coalmine restructuring in Shanxi\, one of China’s three main coal-mining regions where the challenges of transition is expected to be the most severe. DESCRIPTION:Climate scientists have argued that oil\, gas and coal reserves must remain unexploited to limit global warming increases to 2 degrees Celsius above pre-industrial levels. Yet governments are continuing to provide financial support for the increased production and consumption of such reserves. This lecture organised by the European University Institute (EUI) by Dr Margaret A. Young (Associate Professor\, Melbourne Law School) demonstrates that states have fragmented international legal obligations regarding support for fossil fuel production. It traverses the trade regime’s disciplines on subsidies\, the climate regime’s concept of territorially-bounded emissions and customary international law notions of due diligence. It compares the position of energy exporting states (such as Australia) in each of these governance frameworks\, drawing wider implications for an equitable\, effective and legitimate transition to a low carbon economy.
