SUMMARY:Frontiers of research on carbon markets: theory and evidence for policy
DESCRIPTION:Over the last decade the use of markets to reduce greenhouse gas emissions has come of age. Carbon markets are now in operation\, in the pipeline or under consideration in a multitude of regional\, national and sub-national jurisdictions around the world. With the recent announcement of a Chinese national emissions trading system\, markets will soon cover well over 20% of global CO2 emissions. This share is expected to increase further as countries start implementing their commitments under the Paris Agreement.\n\nWhen markets for emission permits emerged during the 1980s\, they had elementary design features that reflected the traditional objectives and skills of environmental economists in regulating local pollutants from relatively few sources. Today\, carbon markets are much more complex\, having evolved structurally and weathered the impacts of business cycles and the financial crisis. This evolution has raised topical questions on subjects including permit market responsiveness\, impacts on firm performance\, ambition levels\, anti-leakage provisions and inter-connectedness.\n\nThis one-day event\, organised by the Grantham Research Institute at the London School of Economics\, will bring together top academics and policymakers to map and explore the frontiers of research on carbon markets and their implications for policy. It will feature invited presentations of cutting-edge theoretical and empirical research on carbon markets as well as keynote speeches by Frank J. Convery\, Carolyn Fischer and Bard Harstad. A panel consisting of senior policymakers (tbc) will reflect on the policy implications of the research presented and highlight areas where existing knowledge gaps are the most pressing.

SUMMARY:Fiscal instruments for biodiversity in Europe
DESCRIPTION:To achieve several of the SDGs and Aichi targets requires the phase out and reform of biodiversity harmful subsidies and the introduction of economic/fiscal incentives. To this end\, the identification\, definition and quantification of these subsidies is essential. This international workshop organised by the Federal Agency for Nature Conservation of Germany (BfN) brought together scientists\, practioners and policy makers with experiences and/or interest in biodiversity harmful subsidies and environmental taxes for nature conservation to discuss experiences \, research results and needs from different countries.

SUMMARY:Innovate4Climate
DESCRIPTION:The Paris Agreement calls for nothing short of the global economic transformation\, requiring a fundamental shift in the way most human beings organize their daily lives – from the goods we buy\, to the way we light up our homes and power up mobile devices\, to the transportation we take to work\, to the food on our tables\, the roofs over our heads and the environment around us. National climate action strategies or NDCs submitted as part of the Paris Agreement require USD 23 trillion investments in emerging markets between now and 2030\, opening investment opportunities in renewable energy\, low-carbon cities\, energy efficiency\, sustainable forest management\, and climate smart agriculture. While climate change poses an immense challenge to humanity\, it also represents a potential – perhaps the opportunity of a lifetime.\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nInnovate4Climate is a new global dialogue of government\, multilateral\, business\, banking and finance leaders focused on shaping the next generation of climate finance and policy instruments. The first edition of the event included a two-day conference\, workshops and side events\, and a networking and exhibition area built around six thematic streams: Scaling Up NDCs\, Carbon Markets\, De-risking Investments\, Climate Resilient Development\, Green Growth Policies\, and Metrics and Tools. At Innovate4Climate you can connect with the sectors driving the future of climate finance and markets\, and network with leading experts\, technology and financing providers\, institutions and corporations to explore potential partnership and emerging business opportunities within the next economic revolution towards low-carbon and climate resilient development.

SUMMARY:Webinar: Taxing Energy Use: Reforming Energy Tax Systems to Achieve Environmental Goals
DESCRIPTION:With almost no emissions from energy use priced at levels required to keep global temperature increases below 2 degrees Celsius\, there is still considerable scope\, and an urgent need\, to improve the use of taxation to reduce pollution and combat climate change.\n\nHow do energy and carbon taxes differ across countries\, different fuels and sectors? What should be done to reduce emissions and reach global climate goals at minimum cost?\n\nJoin environmental tax economists from the OECD Centre for Tax Policy and Administration on 14 February to discuss the key findings from the upcoming OECD publication\, Taxing Energy Use 2018\, which measures the magnitude and coverage of energy and carbon taxes in 42 OECD and G20 countries and provides a first appreciation of changes in energy and carbon taxes over time.\n\nDetails and registration: http://www.oecd.org/environment/green-talks-live.htm

SUMMARY:Fish Trade\, Fisheries Subsidies and SDG 14
DESCRIPTION:Worldwide\, more than 3 billion people depend on marine and coastal resources for their livelihoods. Yet globally\, the proportion of overfished\, depleted\, or recovering fish stocks has increased from just above 50 per cent in the mid-1970s to almost 90 per cent in 2013. This has disastrous impacts on our marine ecosystems and biodiversity\, imperils livelihoods and undermines economic prosperity. \nSome forms of regulatory measures contribute significantly to this problem providing incentives which may encourage. Regulating harmful fisheries subsidies can help reduce economically damaging and unfair fisheries practices\, while helping to restore productive fisheries resources\, healthy marine ecosystems and biodiversity \nThe Sustainable Development Goal (SDG) 14 of the 2030 Agenda commits UN Member States “to conserve and sustainably use the oceans\, seas and marine resources for sustainable development”. This includes fighting against harmful fishery practices by 2020. \nUN Environment\, the UN Conference on Trade and Development (UNCTAD) and the Food and Agriculture Organization (FAO) are working together in order to bring these issues to the fore. At this year’s World Trade Organisation (WTO) Ministerial Conference\, they jointly organized a high level session on fisheries entitled “Fish Trade\, Fisheries Subsidies and SDG 14” \, in partnership with the Commonwealth. The session aimed to improve WTO negotiators’ understanding on recent trends in fish trade\, the importance of existing UN Regulation (ILOS)\, and discuss up to date fish-related measures in developing countries. \nIn particular\, the session addressed the significance of fish and fish products to international trade\, food security\, nutrition and poverty reduction and development\, the regulatory framework and relevant international instruments applicable to fisheries\, and the trade barriers in fish trade and how they affect market access. \nThere is an urgent need for governments to come together to protect livelihoods and marine ecosystems. Putting fisheries in focus during the WTO Ministerial aimed to provide deeper understanding of the trade-related aspects of the 14th Sustainable Development Goal\, thereby providing a framework under which consensus may be reached with respect to disciplining fish subsidies.

SUMMARY:The Uncertain Transition Away From Coal — Stories from China and the United States
DESCRIPTION:After many years of US-China collaboration on clean energy and greenhouse gas mitigation\, the world’s two largest energy consumers have found themselves at the crossroads and taking different paths. The Trump administration has demonstrated an intent to funnel new policy support toward coal fired power and to cut back programs that encourage renewables. China\, while still expected to lead the world in coal consumption for the foreseeable future\, is undergoing a massive transformation in its coal sector. This event organized by the China Environmental Forum (CEF) discusses the significant reforms reducing pollution and carbon emissions from China’s coal-fired power sector and the social and economic challenges China must address as it moves away from fossil fuels. Speakers include Melanie Hart (Center for America Progress)\, Hongxia Duan and Lucy Kitson from the International Institute for Sustainable Development (IISD). The latter will discuss IISD’s study on the impacts of the phase out of coal subsidies and coalmine restructuring in Shanxi\, one of China’s three main coal-mining regions where the challenges of transition is expected to be the most severe. SUMMARY:Energy Transitions\, Fossil Fuel Subsidies and International Law
DESCRIPTION:Climate scientists have argued that oil\, gas and coal reserves must remain unexploited to limit global warming increases to 2 degrees Celsius above pre-industrial levels. Yet governments are continuing to provide financial support for the increased production and consumption of such reserves. This lecture organised by the European University Institute (EUI) by Dr Margaret A. Young (Associate Professor\, Melbourne Law School) demonstrates that states have fragmented international legal obligations regarding support for fossil fuel production. It traverses the trade regime’s disciplines on subsidies\, the climate regime’s concept of territorially-bounded emissions and customary international law notions of due diligence. It compares the position of energy exporting states (such as Australia) in each of these governance frameworks\, drawing wider implications for an equitable\, effective and legitimate transition to a low carbon economy.
