SUMMARY:The Global NDC Conference 2019 - Green Fiscal Policy Session
DESCRIPTION:The Global NDC Conference took place in Berlin between the 12 and the 14 of June 2019. The aim of the Conference is to inspire and enable policy makers and practitioners to accelerate the pace and scale of transformational change through NDC implementation in order to reach the long-term goals of the Paris Agreement.\n\nA session dedicated to green fiscal policies focused on creating mitigation incentives and mobilizing revenues for climate action through environmental taxes and subsidy reform. The session highlighted how the use of environmental taxes and the reduction of harmful subsidies can help shift consumer and business behavior towards low-carbon patterns and leverage private financing for green investment; at the same time creating fiscal space that may be used to finance countries’ NDC commitments.\n\nDepending on the countries’ legal set-up\, this can be done for example by redirecting revenues – either for a designated public fund or particular spending programs\, or by using the surplus revenue potential gained through fiscal reform to expand spending on climate and environment action.\n\nThe panel explored both the mitigation and the financing potential of green fiscal policy and discussed administrative\, legal and political economy aspects for the linking of the two objectives. SUMMARY:Measuring Fossil Fuel Subsidies in the Context of the Sustainable Development Goals: Methodology Report Launch
DESCRIPTION:The importance of measuring fossil fuel subsidies (FFS) has been recognized in the SDG process with a dedicated indicator on measuring FFS (12.c.1 – – “Amount of fossil fuel subsidies per unit of GDP”). UNEP has developed a methodology to measure FFS to provide guidance to UN member countries on reporting on this indicator.\n\nAs custodian agency for the SDG indicator 12.c.1\, UN Environment has developed a methodology to measure fossil fuel subsidies to provide guidance to UN member countries on reporting on this indicator.\n\nWhile periodic international monitoring on fossil fuel subsidies is carried out by international organisations such as the OECD\, IMF and IEA\, reporting under the SDG12.c.1 indicator will be the first attempt to systemically monitor fossil fuel subsidies to both consumption and production based on national data from 193 UN member countries and to collect this using an internationally agreed methodology. This monitoring and reporting on fossil fuel subsidies will help to increase transparency on fossil fuel subsidies\, providing comparable data to allow the tracking of national and global trends.\n\nThe event will start with a presentation from UNEP on the employment of the methodology to measure fossil fuel subsidies within the context of the SDGs. The OECD will follow with a presentation on how FFS data supports reform. SUMMARY:Launch of The Coalition of Finance Ministers for Climate Action
DESCRIPTION:On the 13th of April\, the World Bank hosted the launch of the Coalition of Finance Ministers for Climate Action\, during the 2019 WB/IMF Spring Meetings in Washington\, D.C.. This follows the Sherpa meeting in Helsinki in February 2019\, where key documents were drafted to guide the Coalition\, including a set of common principles on the use of fiscal policy and public finance to support climate action. The newly formed Coalition aims to become a platform to promote fiscal policies\, mobilization of financial resources to climate mitigation and adaptation\, and best practices that can address climate change and harness the opportunities of a resilient\, low-carbon economy\, in line with the Paris Agreement.\n\nSo far 22 finance ministers have joined the coalition. The countries that have endorsed the principles are: Austria\, Chile\, Costa Rica\, Cote d’Ivoire\, Denmark\, Ecuador\, Finland\, France\, Germany\, Iceland\, Ireland\, Kenya\, Luxembourg\, Marshall Islands\, Mexico\, Netherlands\, Nigeria\, Philippines\, Spain\, Sweden\, Uganda\, and the United Kingdom. DESCRIPTION:On March 27th\, 2019\, an expert meeting on “Economic instruments for the internalization of environmental costs” co-organized by the Green Fiscal Policy Network was hosted by the United Nations Economic Commission for Latin America and the Caribbean (UNECLAC). The objective was to discuss economic policy strategies and instruments that contribute to the achievement of the climate goals\, as well as their link to the Sustainable Development Goals (SDGs). The experts present at the meeting discussed whether climate policies could become an engine for growth and sustainable development or\, if they might have adverse effects on the economy. The expert meeting counted with presentations on recent experiences with Carbon Pricing in Colombia\, Chile and Mexico. Experts on environmental fiscal policy discussed the context\, shared experiences\, research findings\, lessons learnt and best practices. SUMMARY:XXXI UN ECLAC Regional Fiscal Policy Seminar
DESCRIPTION:The 31st “Regional Fiscal Policy Seminar” organized by the United Nations Economic Commission for Latin America and the Caribbean (UNECLAC) took place in Santiago\, Chile on March 25th and 26th\, 2019. The seminar is a vital forum for dialogue on fiscal policy in the region\, bringing together international experts from authorities\, international organizations\, academia\, civil society and the private sector. It was kicked-off with a presentation of this years “Panorama de Political Fiscal en America Latina y el Caribe” publication. Throughout the seminar\, challenges for public finances in the context of global macroeconomic uncertainties were discussed\, as well as questions relating to taxing the digital economy\, the fiscal space of subnational governments and expenditure pressures deriving from the demographic-epidemiological transition. The seminar also included one session about the state and trends of green and health taxes in Latin America. DESCRIPTION:During the fifth “Regional Dialogue about Climate Finance in Latin America and the Caribbean” organized by the Ministry of Environment and Energy of Costa Rica\, the Green Fiscal Policy Network and UN ECLAC hosted a session on the creation of framework conditions for the mobilization of internal resources for low carbon development. This event allowed participants to share experiences on the progress made to date in achieving NDC goals\, and to discuss the challenges and opportunities associated with meeting those goals\, notably in terms of financing\, taxation\, public and private investment\, among others. SUMMARY:Reaching scale with finance: Fiscal policy and blended finance that mobilizes public and private capital for climate action
DESCRIPTION:The Paris Agreement calls for all financial flows to be “consistent with a pathway towards low GHG emissions and climate-resilient development.” In practice\, scaling up private finance and redirecting public investment will be key. Two promising areas to incentivise private investment are blended finance and fiscal policy. On the one hand\, by using a combination of sources of concessional funding to leverage private investment\, blended finance instruments are delivering both attractive returns to private investors and climate outcomes. On the other hand\, effective fiscal policy and the mobilization of Sovereign Wealth Funds can channel significant flows of public resources for climate finance\, while incentivizing private finance. Care needs to be taken not to crowd out the private sector.\n\nThis side event at the COP24\, jointly organized by the Green Fiscal Policy Network\, Climate Policy Initiative (CPI)\, and the Institute for Climate Economics (I4CE)\, highlighted several examples of mobilizing public and private capital for climate action\, discussed some of the challenges faced and how to scale up these types of approaches to ensure a wider low-carbon transition.\n\nThe event was opened by Ian Cochran\, Senior Advisor at I4CE. Tiza Mafira\, Associate Director at CPI gave a scene-setting presentation on blended finance and fiscal policy. This was followed by a panel discussion with:\n\n 	Nancy Saich\, Senior Technical Advisor on Climate Change\, EIB\n 	Idsert Boersma\, Director of Partnerships for Development\, FMO\n 	Hubert Ruzibiza\, Chief Executive Officer\, FONERWA\, Rwanda\n 	Javier Capape\, Sovereign Wealth Lab\, IE Business School\, Spain\n\nThe event was moderated by Dr. Angela Falconer\, Associate Director\, Climate Policy Initiative.\n\nSome key issues raised in the discussions include the need for further cooperation and partnerships especially with local partners to increase impact; the need for better sharing of lessons learned\, including between development banks; and the importance of avoiding crowding out effects. Panelists explored different policy options such as carbon pricing\, fossil fuel subsidy reform\, and fiscal incentives; and their potentially positive impacts on emissions\, fiscal balances\, and the economy.\n 	The role of open\, rules-based trade and markets in promoting enabling conditions. Panelists discussed how trade can be used to implement the NDCs and leverage co-benefits\, including social outcomes. They also explored how to deal with response measures in cooperation with trading partners\, promoting an efficient allocation of natural resources\, raising standards of living and improving access to environmental goods and services.\n 	Instruments to mobilize climate finance. Panelists explored new risk management instruments and processes\, including a pilot program of financial solutions that protect smallholder farmers’ revenues against climate-related disasters and price shocks\, which contributes to more predictable incomes and sustainable livelihoods for rural farmers.

SUMMARY:HLPF side-event: Leadership on fossil fuel subsidy reform for sustainable energy access and poverty reduction
DESCRIPTION:Fossil fuel subsidies stood at about USD 425 billion in 2015. This is 7.5 times more than the amount of financing required for universal electricity access. Reforming subsidies has massive benefits as a means of implementation for the global transformation towards sustainable and resilient societies. Nevertheless\, reform requires effort from political leaders\, civil society and sound information to be successful.\n\nThis side event at the 2018 High Level Political Forum (HLPF) on Sustainable Development presented opportunities for financing and delivering the SDGs through fossil fuel subsidy reform\, with a focus on sustainable energy access. Speakers will present replicable strategies for fossil fuel subsidy reform with high benefits for poverty reduction\, gender and the SDGs. These strategies include better targeting of subsidies and subsidy “SWAPs”\, i.e. shifting fossil fuel subsidies towards sustainable energy solutions like renewable energy and energy efficiency\, as well as investments in public transport. A report on the interlinkages between energy access and fossil fuel subsidies was launched at the event.\n\nThe side event was organised by New Zealand on behalf of the Friends of Fossil Fuel Subsidy Reform (“Friends”)\,  with Finland\, Switzerland\, Sweden and Norway as co-organisers. SUMMARY:Oceans Forum on trade-related aspects of SDG 14
DESCRIPTION:The Oceans Forum is a unique global platform to take stock\, exchange experiences and present options for the implementation of trade-related targets of SDG 14 (Targets 4\, 6\, 7 and b) through the involvement of leading United Nations Agencies\, regional bodies\, government institutions and civil society organizations. The Second Forum will examine analysis\, countries experiences\, and best practices to meet the trade-related targets of SDG 14. It will seek to develop a set of policy recommendations and actions to be considered in advancing implementation of SDG 14 by countries in the multilateral trade system and in the SDG monitoring framework. These recommendations and actions will build upon existing UN Conference outcomes\, FAO\, UNEP and UNECE agreements and instruments\, soft law and other trade related instruments.
