SUMMARY:HLPF side-event: Leadership on fossil fuel subsidy reform for sustainable energy access and poverty reduction
DESCRIPTION:Fossil fuel subsidies stood at about USD 425 billion in 2015. This is 7.5 times more than the amount of financing required for universal electricity access. Reforming subsidies has massive benefits as a means of implementation for the global transformation towards sustainable and resilient societies. Nevertheless\, reform requires effort from political leaders\, civil society and sound information to be successful.\n\nThis side event at the 2018 High Level Political Forum (HLPF) on Sustainable Development presented opportunities for financing and delivering the SDGs through fossil fuel subsidy reform\, with a focus on sustainable energy access. Speakers will present replicable strategies for fossil fuel subsidy reform with high benefits for poverty reduction\, gender and the SDGs. These strategies include better targeting of subsidies and subsidy “SWAPs”\, i.e. shifting fossil fuel subsidies towards sustainable energy solutions like renewable energy and energy efficiency\, as well as investments in public transport. A report on the interlinkages between energy access and fossil fuel subsidies was launched at the event.\n\nThe side event was organised by New Zealand on behalf of the Friends of Fossil Fuel Subsidy Reform (“Friends”)\,  with Finland\, Switzerland\, Sweden and Norway as co-organisers. SUMMARY:Frontiers of research on carbon markets: theory and evidence for policy
DESCRIPTION:Over the last decade the use of markets to reduce greenhouse gas emissions has come of age. Carbon markets are now in operation\, in the pipeline or under consideration in a multitude of regional\, national and sub-national jurisdictions around the world. With the recent announcement of a Chinese national emissions trading system\, markets will soon cover well over 20% of global CO2 emissions. This share is expected to increase further as countries start implementing their commitments under the Paris Agreement.\n\nWhen markets for emission permits emerged during the 1980s\, they had elementary design features that reflected the traditional objectives and skills of environmental economists in regulating local pollutants from relatively few sources. Today\, carbon markets are much more complex\, having evolved structurally and weathered the impacts of business cycles and the financial crisis. This evolution has raised topical questions on subjects including permit market responsiveness\, impacts on firm performance\, ambition levels\, anti-leakage provisions and inter-connectedness.\n\nThis one-day event\, organised by the Grantham Research Institute at the London School of Economics\, will bring together top academics and policymakers to map and explore the frontiers of research on carbon markets and their implications for policy. It will feature invited presentations of cutting-edge theoretical and empirical research on carbon markets as well as keynote speeches by Frank J. Convery\, Carolyn Fischer and Bard Harstad. A panel consisting of senior policymakers (tbc) will reflect on the policy implications of the research presented and highlight areas where existing knowledge gaps are the most pressing.

DESCRIPTION:In view of the December 12\, 2017\, Paris Declaration on Carbon Pricing in the Americas adhered to by national and subnational governments of the Americas\, the Ministry of the Environment of Chile\, with the support of the UN Economic Commission for Latin America & the Caribbean (ECLAC)\, the Government of Canada\, the World Bank Group\, IETA\, GIZ and the Carbon Pricing Leadership Coalition (CPLC) is hosting a series of events on Carbon Pricing and Monitoring\, Reporting and Verification (MRV) systems on January 22-24\, 2018\, in Santiago\, Chile.\n\nThe events will include a High Level policy dialogue (22nd January) and two technical workshops (on 23rd and 24th). The Ministry of the Environment and the CPLC will also be hosting the first meeting of the Platform of Carbon Pricing in the Americas with the participation of national and subnational jurisdictions (January 23). Also\, the Ministry of the Environment will be hosting the first a meeting of the Pacific Alliance MRV Working Group (January 24).\n\nThese events will bring together public authorities and experts from public and private sectors\, from the Americas as well as international experts from California\, Canada and Europe\, to discuss carbon-pricing and the development of carbon markets in the region.

SUMMARY:Fish Trade\, Fisheries Subsidies and SDG 14
DESCRIPTION:Worldwide\, more than 3 billion people depend on marine and coastal resources for their livelihoods. Yet globally\, the proportion of overfished\, depleted\, or recovering fish stocks has increased from just above 50 per cent in the mid-1970s to almost 90 per cent in 2013. This has disastrous impacts on our marine ecosystems and biodiversity\, imperils livelihoods and undermines economic prosperity. \nSome forms of regulatory measures contribute significantly to this problem providing incentives which may encourage. Regulating harmful fisheries subsidies can help reduce economically damaging and unfair fisheries practices\, while helping to restore productive fisheries resources\, healthy marine ecosystems and biodiversity \nThe Sustainable Development Goal (SDG) 14 of the 2030 Agenda commits UN Member States “to conserve and sustainably use the oceans\, seas and marine resources for sustainable development”. This includes fighting against harmful fishery practices by 2020. \nUN Environment\, the UN Conference on Trade and Development (UNCTAD) and the Food and Agriculture Organization (FAO) are working together in order to bring these issues to the fore. At this year’s World Trade Organisation (WTO) Ministerial Conference\, they jointly organized a high level session on fisheries entitled “Fish Trade\, Fisheries Subsidies and SDG 14” \, in partnership with the Commonwealth. The session aimed to improve WTO negotiators’ understanding on recent trends in fish trade\, the importance of existing UN Regulation (ILOS)\, and discuss up to date fish-related measures in developing countries. \nIn particular\, the session addressed the significance of fish and fish products to international trade\, food security\, nutrition and poverty reduction and development\, the regulatory framework and relevant international instruments applicable to fisheries\, and the trade barriers in fish trade and how they affect market access. \nThere is an urgent need for governments to come together to protect livelihoods and marine ecosystems. Putting fisheries in focus during the WTO Ministerial aimed to provide deeper understanding of the trade-related aspects of the 14th Sustainable Development Goal\, thereby providing a framework under which consensus may be reached with respect to disciplining fish subsidies.

DESCRIPTION:Fiscal policies such as carbon pricing and fossil fuel subsidy reform can mobilise revenues for climate finance and provide a cost-effective approach to reducing GHG emissions. The role of such instruments in supporting climate action is increasingly recognized and over 90 countries included some form of fiscal policies in their Nationally Determined Contributions (NDCs). This event examined the role of carbon pricing and fiscal policies in implementing the NDCs.
