SUMMARY:World Bank Webinar - State and Trends of Carbon Pricing Around the World
DESCRIPTION:The number of carbon pricing initiatives around the world continues to increase. Furthermore\, existing systems have progressively strengthened as jurisdictions assess their policies to better align with their climate objectives. Still\, we are far from where we need to be to meet the Paris Agreement objectives. Both the coverage and price levels of carbon pricing initiatives are still insufficient.\n\nIt is crucial that jurisdictions act now to increase the breadth and depth of carbon pricing. 2019 is also a critical year for clarifying the implementation of the international carbon pricing mechanisms stated in the Paris Agreement and unlock their potential for accelerating action and increasing ambition.\n\nFollowing the launch of the State and Trends of Carbon Pricing 2019 report in June\, this webinar will present an up-to-date overview of existing and emerging carbon pricing initiatives around the world and  the observed trends in their development and implementation. Following the presentation of the report\, this webinar will also cover in greater depth the existing carbon markets (or emission trading schemes) implemented around the world.\n\nTo register to the webinar\, first create an account on the World Bank member portal\, and enroll in the webinar through this link.

SUMMARY:Inequality and The 1%: Is a Transformative Fiscal Policy Possible?
DESCRIPTION:The High-level Political Forum will take place between the 9 and 19 of July\, 2019\, in New York\, USA.\n\nIt is the United Nations central platform for follow-up and review of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals. It provides for the full and effective participation of all States Members of the United Nations and States members of specialized agencies.\n\nOn the 10 of July\, a parallel event will take place on “Inequality and The 1%: Is a Transformative Fiscal Policy Possible?”.\n\nThis event will allow participants to gain a better understanding of the key drivers and consequences of inequitable and ineffective tax systems\, from global to local levels. They will be exposed to new empirical evidence and concrete experiences of different actors and countries that have implemented and funded equality-enhancing policies (policies to combat both vertical and horizontal inequality)\, and will come away with insights into the political strategies that can be mobilized to move towards a new fiscal compact for sustainable development.\n\n \n\nAccess the concept note and the agenda through this link.\n\nAccess the poster for the side-event through this link.\n\nAccess the full programme of the 2019 High Level Political Forum through this link.

SUMMARY:Fiscal Challenges in Latin America: Policy Measures for Sustainable & Inclusive Growth
DESCRIPTION:Major fiscal consolidation measures have been undertaken by Latin American countries in recent years\, in an effort to reduce their deficits and accumulation of debt. Despite improvements in fiscal position throughout the region\, the rate of inequality reduction has slowed\, capital spending (in terms of GDP) has fallen to its lowest levels since 2007 and fiscal revenues remain insufficient to finance achievement of the Sustainable Development Goals (SDGs).\n\nAmid an uncertain macroeconomic context and fiscal consolidation\, this slowdown requires a fine-tuning of policy measures.\n\nIn the event\, the opening remarks were delivered by Alicia Bárcena\, Executive Secretary\, United Nations Economic Commission for Latin America and the Caribbean (CEPAL). The discussion was moderated by Sanjeev Gupta\, Senior Policy Fellow\, Center for Global Development\, and the panelist were Nancy Birdsall\, Senior Fellow and President Emeritus\, Center for Global Development; Marcello Estevão\, Global Director\, Macroeconomics\, Trade & Investment\, World Bank; Eric Parrado Herrera\, Chief Economist and General Manager\, Research Department\, Inter-American Development Bank and Jorge Roldos\, Assistant Director\, Western Hemisphere Department\, International Monetary Fund.\n\nThis event launches the new CEPAL Publication Fiscal Panorama of Latin America and the Caribbean\, 2019\, examining the role of tax policy in achieving the Sustainable Development Goals (SDGs). The paper begins by describing the fiscal situation and evolution of public finances in Latin America and the Caribbean in 2018. The publication analyses the challenges of taxing the digital economy\, the constraints of domestic resource mobilization caused by fiscal incentives and how these incentives could\, instead\, be geared towards investment to foster sustainable and inclusive development. Chapter three looks at corrective taxes and the 2030 Agenda for Sustainable Development and chapter four focuses on tax expenditures as a public-policy instrument\, assessing its evolution\, magnitude and composition in an SDG context.\n\nThe live stream of the event is available through this link.\n\nThe publication is available through this link.

SUMMARY:The Global NDC Conference 2019 - Green Fiscal Policy Session
DESCRIPTION:The Global NDC Conference took place in Berlin between the 12 and the 14 of June 2019. The aim of the Conference is to inspire and enable policy makers and practitioners to accelerate the pace and scale of transformational change through NDC implementation in order to reach the long-term goals of the Paris Agreement.\n\nA session dedicated to green fiscal policies focused on creating mitigation incentives and mobilizing revenues for climate action through environmental taxes and subsidy reform. The session highlighted how the use of environmental taxes and the reduction of harmful subsidies can help shift consumer and business behavior towards low-carbon patterns and leverage private financing for green investment; at the same time creating fiscal space that may be used to finance countries’ NDC commitments.\n\nDepending on the countries’ legal set-up\, this can be done for example by redirecting revenues – either for a designated public fund or particular spending programs\, or by using the surplus revenue potential gained through fiscal reform to expand spending on climate and environment action.\n\nThe panel explored both the mitigation and the financing potential of green fiscal policy and discussed administrative\, legal and political economy aspects for the linking of the two objectives. Two case studies – Colombia and Costa Rica – demonstrated how fiscal reforms could effectively mobilize public finances for green investment\, while addressing environmental and social externalities.\n\n \n\nThe presentation on the Colombian Carbon Tax\, delivered by Johana Pinzón Téllez\, is available through this link.\n\nThe presentation on “the use of revenues from carbon pricing“\, delivered by Melanie Marten and Kurt Van Dender from the OECD\, is available through this link.\n\nThe breakout Session on “Green fiscal policies’: creating mitigation incentives and mobilizing revenues for climate action through environmental taxes and subsidy reform“\, delivered by Eike Meyer from GIZ\, is available through this link.\n\nThe presentation on the case of Costa Rica\, delivered by Héctor Arce-Benavides\, the National Director of REDD + Strategy\, is available through this link.\n\nThe presentation on “Green fiscal policy: Reducing GHG emissions and mobilizing revenue“\, delivered by Jacqueline Cottrell\, the Vice President of Green Budget Europe\, is available through this link.\n\nGlobal NDC Conference 2019 Berlin — Day 1\, Plenary Session — Wednesday\, 12th June 2019 — Foto: Martin Magunia/Mettle/NDC\n\n

SUMMARY:Measuring Fossil Fuel Subsidies in the Context of the Sustainable Development Goals: Methodology Report Launch
DESCRIPTION:The importance of measuring fossil fuel subsidies (FFS) has been recognized in the SDG process with a dedicated indicator on measuring FFS (12.c.1 – – “Amount of fossil fuel subsidies per unit of GDP”). UNEP has developed a methodology to measure FFS to provide guidance to UN member countries on reporting on this indicator.\n\nAs custodian agency for the SDG indicator 12.c.1\, UN Environment has developed a methodology to measure fossil fuel subsidies to provide guidance to UN member countries on reporting on this indicator.\n\nWhile periodic international monitoring on fossil fuel subsidies is carried out by international organisations such as the OECD\, IMF and IEA\, reporting under the SDG12.c.1 indicator will be the first attempt to systemically monitor fossil fuel subsidies to both consumption and production based on national data from 193 UN member countries and to collect this using an internationally agreed methodology. This monitoring and reporting on fossil fuel subsidies will help to increase transparency on fossil fuel subsidies\, providing comparable data to allow the tracking of national and global trends.\n\nThe event will start with a presentation from UNEP on the employment of the methodology to measure fossil fuel subsidies within the context of the SDGs. The OECD will follow with a presentation on how FFS data supports reform. Ending with an interactive discussion on current practices on FFS data collection\, institutional arrangement and key challenges and capacity needs.\n\nThe launch event will be hosted by New Zealand\, and mediated by Thomas Haidon\, Deputy Permanent Representative to the WTO\, New Zealand.\n\nAttendees without WTO accreditation must register by close of business Thursday 9 May RSVP by clicking here.\n\n \n\nPlease access the flyer for the event through this link.\n\nThe powerpoint UNEP presentation\, delivered by Joy Kim\, Senior Economic Affairs Officer\, can be accessed through this link.\n\nThe OECD’s presentation delivered by Rachel Bae\, Senior Counsellor in the Trade and Agriculture Directorate\, can be accessed here.\n\nThe full study entitled “Measuring Fossil Fuel Subsidies in the Context of the Sustainable Development Goals” is available here for download.

SUMMARY:The Roles of Fiscal Policy\, Financial Markets and Trade in Implementing the Paris Agreement
DESCRIPTION:UN Environment\, IMF\, IFAD\, UNCTAD and WTO organised a panel discussion at the COP24 which explored how fiscal policies\, financial markets and trade can support countries’ nationally determined contributions (NDCs) under the Paris Agreement.\n\nThe event was moderated by Eric Usher\, Head\, UN Environment Finance Initiative.\n\nPanellists included:\n\n Margarita Astralaga\, Director of the Environment and Climate Division\, IFAD\n Ian Parry\, Principal Green Fiscal Policy Expert\, Fiscal Affairs Department\, IMF\n Alexey Vikhlyaev\, Senior Economic Affairs Officer\, UNCTAD\n Mark Radka\, Chief of Energy and Climate Branch\, Economy Division\, UN Environment\n Aik Hoe Lim\, Director of Trade and Environment Division\, WTO\n\nWith an intervention by Tomasz Chruszczow\, Special Climate Change Envoy\, Poland.\n\n \n\nThe panel discussed a number of issues in the context of implementing the NDCs including:\n\n The role of carbon pricing and other mitigation policies. Panelists explored different policy options such as carbon pricing\, fossil fuel subsidy reform\, and fiscal incentives; and their potentially positive impacts on emissions\, fiscal balances\, and the economy.\n The role of open\, rules-based trade and markets in promoting enabling conditions. Panelists discussed how trade can be used to implement the NDCs and leverage co-benefits\, including social outcomes. They also explored how to deal with response measures in cooperation with trading partners\, promoting an efficient allocation of natural resources\, raising standards of living and improving access to environmental goods and services.\n Instruments to mobilize climate finance. Panelists explored new risk management instruments and processes\, including a pilot program of financial solutions that protect smallholder farmers’ revenues against climate-related disasters and price shocks\, which contributes to more predictable incomes and sustainable livelihoods for rural farmers.

SUMMARY:HLPF side-event: Leadership on fossil fuel subsidy reform for sustainable energy access and poverty reduction
DESCRIPTION:Fossil fuel subsidies stood at about USD 425 billion in 2015. This is 7.5 times more than the amount of financing required for universal electricity access. Reforming subsidies has massive benefits as a means of implementation for the global transformation towards sustainable and resilient societies. Nevertheless\, reform requires effort from political leaders\, civil society and sound information to be successful.\n\nThis side event at the 2018 High Level Political Forum (HLPF) on Sustainable Development presented opportunities for financing and delivering the SDGs through fossil fuel subsidy reform\, with a focus on sustainable energy access. Speakers will present replicable strategies for fossil fuel subsidy reform with high benefits for poverty reduction\, gender and the SDGs. These strategies include better targeting of subsidies and subsidy “SWAPs”\, i.e. shifting fossil fuel subsidies towards sustainable energy solutions like renewable energy and energy efficiency\, as well as investments in public transport. A report on the interlinkages between energy access and fossil fuel subsidies was launched at the event.\n\nThe side event was organised by New Zealand on behalf of the Friends of Fossil Fuel Subsidy Reform (“Friends”)\,  with Finland\, Switzerland\, Sweden and Norway as co-organisers. IISD’s Global Subsidies Initiative coordinated the event.\n\nSummary of discussions \n\nIISD coverage of the side-event\n\nVideo about the side-event\n\nEvent flyer \n\nGSI website\n\n \n\n
