SUMMARY:The EU’s Un-Common Agricultural Policy: measuring levels of agricultural support
DESCRIPTION:The EU’s Common Agricultural Policy (CAP) provides support to the agricultural sector that varies widely between its 27 member states. The OECD calculates the extent of this support at the EU level but members have blocked the organization calculating support levels for individual EU members.\n\nThis roundtable discussed the first estimates of support levels by EU individual countries produced by Ian Mitchell from the Center for Global Development. It looked at both direct subsidies under the CAP and those that inflate market prices. Panelists stressed that the process of phasing out fossil fuel subsidies should be among others: tailored to developing countries’ conditions\, inclusive of the private-sector\, contextualized within concerns for climate change and SDG implementation\, and backed by a standardized way of reporting. Furthermore\, existing systems have progressively strengthened as jurisdictions assess their policies to better align with their climate objectives. Still\, we are far from where we need to be to meet the Paris Agreement objectives. Both the coverage and price levels of carbon pricing initiatives are still insufficient.\n\nIt is crucial that jurisdictions act now to increase the breadth and depth of carbon pricing. 2019 is also a critical year for clarifying the implementation of the international carbon pricing mechanisms stated in the Paris Agreement and unlock their potential for accelerating action and increasing ambition.\n\nFollowing the launch of the State and Trends of Carbon Pricing 2019 report in June\, this webinar will present an up-to-date overview of existing and emerging carbon pricing initiatives around the world and  the observed trends in their development and implementation. Despite improvements in fiscal position throughout the region\, the rate of inequality reduction has slowed\, capital spending (in terms of GDP) has fallen to its lowest levels since 2007 and fiscal revenues remain insufficient to finance achievement of the Sustainable Development Goals (SDGs).\n\nAmid an uncertain macroeconomic context and fiscal consolidation\, this slowdown requires a fine-tuning of policy measures.\n\nIn the event\, the opening remarks were delivered by Alicia Bárcena\, Executive Secretary\, United Nations Economic Commission for Latin America and the Caribbean (CEPAL). SUMMARY:The Global NDC Conference 2019 - Green Fiscal Policy Session
DESCRIPTION:The Global NDC Conference took place in Berlin between the 12 and the 14 of June 2019. The aim of the Conference is to inspire and enable policy makers and practitioners to accelerate the pace and scale of transformational change through NDC implementation in order to reach the long-term goals of the Paris Agreement.\n\nA session dedicated to green fiscal policies focused on creating mitigation incentives and mobilizing revenues for climate action through environmental taxes and subsidy reform. The session highlighted how the use of environmental taxes and the reduction of harmful subsidies can help shift consumer and business behavior towards low-carbon patterns and leverage private financing for green investment; at the same time creating fiscal space that may be used to finance countries’ NDC commitments.\n\nDepending on the countries’ legal set-up\, this can be done for example by redirecting revenues – either for a designated public fund or particular spending programs\, or by using the surplus revenue potential gained through fiscal reform to expand spending on climate and environment action.\n\nThe panel explored both the mitigation and the financing potential of green fiscal policy and discussed administrative\, legal and political economy aspects for the linking of the two objectives. DESCRIPTION:The importance of measuring fossil fuel subsidies (FFS) has been recognized in the SDG process with a dedicated indicator on measuring FFS (12.c.1 – – “Amount of fossil fuel subsidies per unit of GDP”). UNEP has developed a methodology to measure FFS to provide guidance to UN member countries on reporting on this indicator.\n\nAs custodian agency for the SDG indicator 12.c.1\, UN Environment has developed a methodology to measure fossil fuel subsidies to provide guidance to UN member countries on reporting on this indicator.\n\nWhile periodic international monitoring on fossil fuel subsidies is carried out by international organisations such as the OECD\, IMF and IEA\, reporting under the SDG12.c.1 indicator will be the first attempt to systemically monitor fossil fuel subsidies to both consumption and production based on national data from 193 UN member countries and to collect this using an internationally agreed methodology. This monitoring and reporting on fossil fuel subsidies will help to increase transparency on fossil fuel subsidies\, providing comparable data to allow the tracking of national and global trends.\n\nThe event will start with a presentation from UNEP on the employment of the methodology to measure fossil fuel subsidies within the context of the SDGs. The OECD will follow with a presentation on how FFS data supports reform. DESCRIPTION:On the 13th of April\, the World Bank hosted the launch of the Coalition of Finance Ministers for Climate Action\, during the 2019 WB/IMF Spring Meetings in Washington\, D.C.. This follows the Sherpa meeting in Helsinki in February 2019\, where key documents were drafted to guide the Coalition\, including a set of common principles on the use of fiscal policy and public finance to support climate action. The newly formed Coalition aims to become a platform to promote fiscal policies\, mobilization of financial resources to climate mitigation and adaptation\, and best practices that can address climate change and harness the opportunities of a resilient\, low-carbon economy\, in line with the Paris Agreement.\n\nSo far 22 finance ministers have joined the coalition. The countries that have endorsed the principles are: Austria\, Chile\, Costa Rica\, Cote d’Ivoire\, Denmark\, Ecuador\, Finland\, France\, Germany\, Iceland\, Ireland\, Kenya\, Luxembourg\, Marshall Islands\, Mexico\, Netherlands\, Nigeria\, Philippines\, Spain\, Sweden\, Uganda\, and the United Kingdom. DESCRIPTION:The 31st “Regional Fiscal Policy Seminar” organized by the United Nations Economic Commission for Latin America and the Caribbean (UNECLAC) took place in Santiago\, Chile on March 25th and 26th\, 2019. The seminar is a vital forum for dialogue on fiscal policy in the region\, bringing together international experts from authorities\, international organizations\, academia\, civil society and the private sector. It was kicked-off with a presentation of this years “Panorama de Political Fiscal en America Latina y el Caribe” publication. Throughout the seminar\, challenges for public finances in the context of global macroeconomic uncertainties were discussed\, as well as questions relating to taxing the digital economy\, the fiscal space of subnational governments and expenditure pressures deriving from the demographic-epidemiological transition. The seminar also included one session about the state and trends of green and health taxes in Latin America. They also explored how to deal with response measures in cooperation with trading partners\, promoting an efficient allocation of natural resources\, raising standards of living and improving access to environmental goods and services.\n 	Instruments to mobilize climate finance. Panelists explored new risk management instruments and processes\, including a pilot program of financial solutions that protect smallholder farmers’ revenues against climate-related disasters and price shocks\, which contributes to more predictable incomes and sustainable livelihoods for rural farmers.
