The use of fossil fuels and their promotion through subsidy schemes negatively affects the ability of governments to achieve key goals\, and weighs heavily on the national fiscal balance. The need to reform fossil fuel subsidies globally was highlighted by the creation of SDG target 12.c on the rationalisation of inefficient fossil fuel subsidies\, and its related indicator 12.c.1.\n\nUNEP and UN ESCAP are co-organising a training for relevant stakeholders. This workshop aims to provide participants with a clear understanding of the topic of fossil fuel subsidies at a national level and in the Asia Pacific region\, and guide them through the methodology and template developed for measuring fossil fuel subsidies through SDG12.c.1.\n\nAll materials for the event can be found on this page.\n\n

At the same time\, it is necessary to ensure that poor households\, which are particularly vulnerable to price increases\, can obtain or maintain access to energy.\n\nUNEP and UN ECE co-organised this training for relevant stakeholders. This training provided participants with a clear understanding of the methodology developed for measuring fossil fuel subsidies through SDG12.c.1 and included a presentation of the template\, as well as definitions and national experiences of fossil fuel statistics\, globally and in the European region. The meeting saw over 80 participants. Participants were encouraged to be part to the event through series of exercises and group discussion.

SUMMARY:Carbon Markets Virtual Pavilion: Resilient Recovery through Fossil Fuel Subsidy Reform
DESCRIPTION:It is critical to align climate ambitions with socioeconomic priorities. Unlocking revenues dedicated to fossil fuel subsidies can stimulate the Paris Agreement-consistent COVID-19 recovery. This session highlights the role that energy price reform plays to increase ambition on climate change\, as well as build back better from the current pandemic.\n\nThe narrative will be grounded by the interventions of international experts\, including the group Friends of Fossil Fuel Subsidy Reform\, a group of non-G20 countries across the global south and north aiming to build political consensus on the importance of fossil fuel subsidy reform through international cooperation.\n\nA presentation will be given highlighting how the G20 is performing in meeting its fossil fuel subsidy reform efforts.  This ‘report card’ is intended to be launched only days before the event\, which means this side session will be one of the first opportunities to review the work and discuss how countries are making progress (or not) on their reform commitments.\n\nWe will also bring forward the findings of the Energy Policy Tracker. The Energy Policy Tracker database is updated on a weekly basis\, to provide the latest information about COVID-19 government policy responses from a climate and energy perspective. This webinar is hosted by the PEFA Secretariat under the Helsinki Principle 4.\n\nThe PEFA Framework aims at assessing and reporting on the strengths and challenges of public financial management (PFM) using quantitative indicators to measure performance. Since its launch in 2005\, the PEFA framework has been used for 640 assessments in 152 countries and is widely recognized as the most commonly accepted PFM assessment tool.\n\nThe PEFA Secretariat has developed a set of supplementary indicators that builds on the PEFA framework to collect information on the extent to which a country’s public financial management system is climate responsive. The PEFA Climate Assessment informs on whether laws and regulations\, institutions\, systems\, procedures and processes contribute to the implementation of climate change activities throughout the budget cycle\, including the planning and design of budgetary policies considering climate\, the budget allocations needed to implement them\, the tracking of these allocations to ensure that policies are implemented as intended\, and the monitoring and evaluation of the efficiency and effectiveness of policies\, including their impacts on climate change.\n\nTo register\, please follow this link.

DESCRIPTION:To achieve their national sustainable development goals\, governments will not only need to spend more\, but to spend better. While there is a common desire to see a greater impact from public spending\, there remain many unanswered questions about how best to get there.\n\nMany public financial management reforms aimed at improving public sector performance have often relied on top-down solutions led by finance ministries. SUMMARY:The EU’s Un-Common Agricultural Policy: measuring levels of agricultural support
DESCRIPTION:The EU’s Common Agricultural Policy (CAP) provides support to the agricultural sector that varies widely between its 27 member states. The OECD calculates the extent of this support at the EU level but members have blocked the organization calculating support levels for individual EU members.\n\nThis roundtable discussed the first estimates of support levels by EU individual countries produced by Ian Mitchell from the Center for Global Development. It looked at both direct subsidies under the CAP and those that inflate market prices. Panelists stressed that the process of phasing out fossil fuel subsidies should be among others: tailored to developing countries’ conditions\, inclusive of the private-sector\, contextualized within concerns for climate change and SDG implementation\, and backed by a standardized way of reporting.
