SUMMARY:Raising NDC ambition to reach climate action goals: Fossil fuel subsidies\, energy pricing and swaps (IISD)
DESCRIPTION:This panel discussion focused on best practices on fossil fuel subsidy reform and pricing based on country experience. Experts presented results on GHG emission reduction from energy modelling research from over 20 countries and considered possible fiscal scenarios to achieve climate action goals. Particular attention was given to fossil fuel subsidy phase-out\, appropriate taxation level for fossil fuels\, and how savings from FFS reforms can be reinvested into renewables and energy efficiency for a low-carbon energy swap. Moreover\, countries and organizations working to create an enabling environment for a low-carbon energy economy to meet Paris Agreement goals had a chance to share their experience.

SUMMARY:GGKP Webinar - Measuring What Matters: How Much Are Fossil Fuel Subsidies Costing Governments?
DESCRIPTION:Fossil fuels subsidies impede sustainable development\, drain national budgets and divert resources from other priorities such as health and education. In addition\, they undermine public health and social welfare\, driving air pollution\, congestion and climate change.\n\nUnderstanding the size of fossil fuel subsidies is a key step towards enhanced transparency and can ultimately support efforts to reform inefficient fossil fuel subsidies. A new methodology developed jointly by UNEP\, OECD\, and the IISD’s Global Subsidies Initiative provides an internationally agreed approach to measuring fossil fuel subsidies in the context of the Sustainable Development Goals (SDGs). This report provides practical guidance to governments for collecting and reporting data on fossil fuel subsidies under SDG Indicator 12.c.1. Starting in 2020\, UNEP will feed this data into the SDG Global Database to evaluate global and national progress on fossil fuel subsidy reform under the SDG monitoring and reporting framework.\n\nFor more information on fossil fuel subsidies\, read this UN Environment Green Economy Policy Brief.\n\nThis webinar\, organised jointly by the GGKP\, the Green Fiscal Policy Network\, and the IKI project “Green Economy Transformation” presented the methodology for collecting and reporting data on fossil fuel subsidies. DESCRIPTION:On March 27th\, 2019\, an expert meeting on “Economic instruments for the internalization of environmental costs” co-organized by the Green Fiscal Policy Network was hosted by the United Nations Economic Commission for Latin America and the Caribbean (UNECLAC). The objective was to discuss economic policy strategies and instruments that contribute to the achievement of the climate goals\, as well as their link to the Sustainable Development Goals (SDGs). The experts present at the meeting discussed whether climate policies could become an engine for growth and sustainable development or\, if they might have adverse effects on the economy. The expert meeting counted with presentations on recent experiences with Carbon Pricing in Colombia\, Chile and Mexico. Experts on environmental fiscal policy discussed the context\, shared experiences\, research findings\, lessons learnt and best practices. SUMMARY:5th Regional Dialogue about Climate Finance in Latin America and the Caribbean
DESCRIPTION:During the fifth “Regional Dialogue about Climate Finance in Latin America and the Caribbean” organized by the Ministry of Environment and Energy of Costa Rica\, the Green Fiscal Policy Network and UN ECLAC hosted a session on the creation of framework conditions for the mobilization of internal resources for low carbon development. This event allowed participants to share experiences on the progress made to date in achieving NDC goals\, and to discuss the challenges and opportunities associated with meeting those goals\, notably in terms of financing\, taxation\, public and private investment\, among others. Furthermore\, it created an arena for countries to discuss innovative approaches to the challenges posed by climate change\, offering new solutions to boost the financing of NDCs. SUMMARY:Reaching scale with finance: Fiscal policy and blended finance that mobilizes public and private capital for climate action
DESCRIPTION:The Paris Agreement calls for all financial flows to be “consistent with a pathway towards low GHG emissions and climate-resilient development.” In practice\, scaling up private finance and redirecting public investment will be key. Two promising areas to incentivise private investment are blended finance and fiscal policy. On the one hand\, by using a combination of sources of concessional funding to leverage private investment\, blended finance instruments are delivering both attractive returns to private investors and climate outcomes. On the other hand\, effective fiscal policy and the mobilization of Sovereign Wealth Funds can channel significant flows of public resources for climate finance\, while incentivizing private finance. Care needs to be taken not to crowd out the private sector.\n\nThis side event at the COP24\, jointly organized by the Green Fiscal Policy Network\, Climate Policy Initiative (CPI)\, and the Institute for Climate Economics (I4CE)\, highlighted several examples of mobilizing public and private capital for climate action\, discussed some of the challenges faced and how to scale up these types of approaches to ensure a wider low-carbon transition.\n\nThe event was opened by Ian Cochran\, Senior Advisor at I4CE. Tiza Mafira\, Associate Director at CPI gave a scene-setting presentation on blended finance and fiscal policy. This was followed by a panel discussion with:\n\n 	Nancy Saich\, Senior Technical Advisor on Climate Change\, EIB\n 	Idsert Boersma\, Director of Partnerships for Development\, FMO\n 	Hubert Ruzibiza\, Chief Executive Officer\, FONERWA\, Rwanda\n 	Javier Capape\, Sovereign Wealth Lab\, IE Business School\, Spain\n\nThe event was moderated by Dr. Angela Falconer\, Associate Director\, Climate Policy Initiative.\n\nSome key issues raised in the discussions include the need for further cooperation and partnerships especially with local partners to increase impact; the need for better sharing of lessons learned\, including between development banks; and the importance of avoiding crowding out effects. Panellists also highlighted some of the information and measurement challenges faced; discussed the role of fiscal incentives in mobilising investment and supporting climate targets; and the need to align policy objectives and ensure a just transition.\n\n \n         \n

DESCRIPTION:The 10th Africa Carbon Forum was held from 10-13 April 2018 in Nairobi\, Kenya.
