As part of Canada’s plan, provinces and territories had the flexibility to maintain or develop a carbon pollution pricing system that was tailored to their province and met federal standards.

On April 24, 2019, the Manitoba government filed a notice of application asking the Federal Court of Canada to find the Greenhouse Gas Pollution Pricing Act (GGPPA) invalid, arguing that the federal carbon tax does not fall under Parliament’s jurisdiction even if it is intended for the good of Canada.
