This paper by the European Parliament’s Directorate-General for Internal Policies provides an overview of fossil fuel subsidies globally and in the EU. It also provides a summary of key components of successful reform efforts and why reform can be difficult to achieve for governments. Its key findings include that the absence of a universal definition of what constitutes a fossil fuel subsidy and a lack of clearly defined subsidy reduction targets hamper progress in the EU. The report is available to download on the European Parliament website.
