Demand Recycled: Policy Options for Increasing the Demand for Post-Consumer Recycled Materials (Eunomia)

A new report by Eunomia, an environmental consultancy, analyses a range of policy options to promote the use of more recycled materials. It investigates in detail a shortlist of four types of policy measures to increase demand: materials taxation; a fee-rebate (or ‘feebate’) system; tradable credits and the establishment of a single Producer Responsibility organisation. The report recommends further consideration of a ‘feebate’ system – a system of levies and rebates – as the most attractive policy option, but rejects materials taxation based on the complexity of delivery.
