Public finance conference 2020: better spending for public service delivery

To achieve their national sustainable development goals, governments will not only need to spend more, but to spend better. While there is a common desire to see a greater impact from public spending, there remain many unanswered questions about how best to get there. Many public financial management reforms aimed at improving public sector performance have often relied on top-down solutions led by finance ministries. But how do these solutions square with the complex realities of planning, funding and delivering services through an array of organisations inside and outside of the public sector? This two day conference organized by the Overseas Development Institute invites ministers, civil servants and leading academics to reflect on how public financial management can deliver for public services, and explores:
  • how governments can support coherent systems for prioritisation and resource allocation
  • how governments utilise the resources needed to deliver services when and where they are required
  • how decisions taken by the centre of government affect the incentives of service providers.
