EU Council CAP Proposals Aim to Weaken Conditions Attached to Direct Payments to Farmers

17 October 2019: Negotiations on the post-2020 EU Common Agricultural Policy (CAP) started in June last year with the publication of European Commission proposals to reform environmental conditionalities attached to granting direct payments to farmers. Discussions in the Agriculture and Fisheries Council suggest Member States will seek to weaken certain conditionalities which according to CAP22 could be detrimental to both farmers and the environment.
